Job Title: ARWINS Technical OR Product Specialist with CSM
Job Description: Location: Little Rock, AR / 24+ Months Contract

This position will be responsible for the technical architecture of the client Workforce Integrated Network System (ARWINS) sub-systems.
And
The product specialist will take ownership of one or more systems components of the ARWINS sub-systems.

Description:
  • Local candidate preferred.

  • In addition to having a hands-on expertise with tech stack listed below, the position requires a solid understanding of the state’s TANF program portfolio (TEA, Work Pays, CPI, Career Connect, and others).

  • Knowledge of TANF program’s federal reporting, oversight and guidelines to appropriately design technical solutions.

  • The core application stack currently operates on RHEL. In addition, there are legacy systems running on windows and AIX environments.

Identified activities include:
  • Architect the retirement of existing legacy interfaces and oversee the design, development and implementation of new ETL programs to interface with new ARIES system.

  • Evolve the existing architecture that is monolithic and program centric into a service-oriented / API backend driven design and help the system work in a multi-tenant framework.

  • Upgrading the Ruby on Rails Framework, PostgreSql and other major components used in the ARWINS eco-system to be up-to-date with security patches and stable versions.

  • Ensure that rearchitecting the systems’ architecture does not impact the continuity of operations of legacy systems operations.

  • Co-ordinate with RHEL, Security and Server administration teams during routine maintenance and upgrades.

  • Implement protocols for database backups, retention and recovery.

  • Collaborate with the TANF system support teams to test the newly developed features and infrastructure.

  • Collaborate and provide inputs to the TANF training unit to roll-out the new system.

  • Work closely with the TANF quality assurance and reporting teams to design and develop reporting and performance capabilities not just at a program level but at a service level.

  • Support the current ARWINS production systems that operate in conjunction with DHS-legacy systems, and ensure a smooth transition to the new platform that will work with the new DHS-ARIES system.

  • Work with program representatives from DWS TANF and external partners to understand business requirements, and help translate the same into the technical architecture of the system.

  • Adopt AWS well architected principles or similar frameworks to design the security, reliability and performance of the system
